I've installed a ring bolt in the chassis where the OE spring should be mounted and used the spring I have (which appears to be a trampoline spring) to reinstate the tensioner in a better position.
The bearings inside the tension pulley were cactus too. However, I found that they were both 6202's and I had a couple in stock! So that got a rebuild too.
And it's all back together.
The only wrinkle is the damage to the PTO clutch. Which is unfixable because the bolt is welded in. The Grillo representative for Oz told me today that it's an AU$700 part. However, it's a Warner branded component - this US brand is commonly available here so I may be able to source something similar for much cheaper...maybe. But only once it fails utterly!

I have no idea what the configuration of that is like but after everything dies but before it's junkyard bound, even oxy/acet or grinding wheel couldn't take the bolt off?

@vincentmalamute you could...but I'd have to remove the PTO clutch from the engine anyway. And it's not just the bolt that's been cut, there's also the flange that it's connected to.
On the other side of that flange is a clutch spring... -
