No title because state registration rules for older vehicles? Seems odd.

@Just-Jeepin More like a slowly cooked to death truck. It's got to be hotter than a UPS truck in there with the low roof line and just plain steel right above your head. Dont even see any vents or a fan too

Probably a rust bucket, and the 70k miles maybe is 270k based on the wear on the interior. But not a bad buy for $8,200. And a manual!

... also, my Nephew in Chicago has one.
Not sure how far along he is, but he has a 1 ton contemporary dually chassis that he cut down to length and put it under the panel truck. This photo is a a year old.
