There's a company called Line-X who do vehicles in a hard wearing bedliner paint.

@ranwhenparked I'm guessing it was an attempt to seal the surface rust and bad paint and get the hot rod primer look. If they had done a better job, it wouldn't have looked too bad. But "least effort" seems to have been the attitude of at least the 2 prior owners.
On the plus side, their half-assed work means it is coming off relatively easily. -

I've seen a Sprinter and Transit campervans with the bedliner finish. Sprinter probably because it was rusting. The Transit should've been too new to be rusting already.
