What's going on here?

Fortunately the poor Odyssey driver in front of me took the brunt of it, but this truck was blinding everyone around while stopped at a light and driving down the road with these emergency flashers.
Stupidity/carelessness or is there some plausible reason for having these on?

Probably just forgot to turn them off, it's happened to me before too unfortunately, depending on who installed them there might not be much telling the driver they're still on, on one of my trucks there's a blinding light on the dash letting me know they're still on, but on my f450 there are aux switches prewired and they do light up when on but not very bright and way down on the dash so I don't always see them. As a solution I leave the actual flashers on too now, whenever I turn the blinders on, that way there's an audible indicator they're on.

Coincidentally, I actually may have a competent answer!
Yesterday I was driving down the highway and a construction truck (or some big work vehicle) used an emergency lane to get back on the highway (the ones cops usually use to catch speeders). There was a wide gap between me and the truck, so it's not like it cut me off, but it lit up flashers like this truck had to make sure I knew it was mashing on the gas to get up to speed as fast as possible (which took a while, since it was a truck).
They're really friggin bright.
