One idea comes from BDistricting.
https://bdistricting.com/about.htmlUse a formula that makes districts as compact as possible without splitting zip codes. It takes politicians out of the picture. After each census, feed the new data into the formula and get your new districts. States like Pennsylvania go from a crazy gerrymandered map to something much simpler.
