You claim to be having trouble finding good officers.
Maybe it's because no good potential officers want to join an organization that does this when they do find a good officer.

Engineers don't want to work at places that make shit products, so the good ones go to companies that make quality products. Is it hard to think that people who want to help the community don't want to be in a place that will turn on them the moment they try to make a difference?
What kind of person wants to be in an organization that punishes snitches more than anything else? A thug. So that's what you get. What don't thugs want? To be called out on their shit. Call bad officers out and you'll get rid of the thugs and attract the good ones. It'll suck for a decade, but you'll have respect instead of "respect".

tbh this is one reason Right to Work continues to exist. No one wants to be tarred as "betraying their brothers" for speaking up about bad coworkers.

It's hard to find police contracts. I was able to find a recent Seattle contract.

It makes it extremely difficult to even suspend an officer, let alone fire them. For most complaints, there is a 180 day statute of limitations. If the investigation can't be completed in that time, it has to be dropped. There is a lot in there that most people would object to if they had time to think about it.
The problem is that the contract negotiations don't go on in public, and most voters don't even know when police contract come up for review, what they cover, and who votes for them. More people should go to their city hall and demand reforms. Vote against anybody who approves a contract that is too generous to the officers. Make it a public issue and part of election campaigns.

@bison78 my point is not that they get some special pass, more that they simply have a greater ability to afflict and demonstrate their horribleness. It doesn't seem that unique to me.
Although undoubtedly, same as jobs that have unfettered acess to children attract pedophiles, surely policing is an attractive career to sociopaths. I doubt anyone is going to find a way to reduce that attractiveness much further without compromising their effectiveness.

Even I think the majority of cops aren't bad, but those rotten apples and the bushel etc.

@fintail I'd say baseline 40% of people are either ignorant or willfully immoral and destructive. Statistically speaking it's been found that 1 in 10 are diagnosable sociopaths at least. 1 in 100 are psychopaths.

There was study that showed very high levels of sociopathy amongst CEOs. Worse, in fact than in Broadmoor Hospital.
