I had to find someplace where it was after 5:00 pm, and most of the other places were Islamic countries where I'm guessing they don't have happy hour.

As a Brit, I have to disagree with this.
It's mandatory for anyone born in the UK.
Cold beer is simply beer chilled to the point that it is tasteless. Cellar temperature (cool, but not chilled) is the temperature at which beer should be served, but then, you have to also have beer with a real taste!

There was some sitcom here in the states where the family had an English butler. In one episode, he said, "I found some beer in the refrigerator. I took it out, and it should be ready to drink in an hour or so."
