@chariotoflove At least in the case of PA (where this is listed, and where I'm familiar with), it would likely be a headache on standard registration. Even the regions that don't have emissions inspection are still covered by the annual safety inspection which includes a visual check for applicable emissions equipment. Classic registration (15 years or older) likely wouldn't help either because annual safety inspection is still required.
This car would qualify for antique registration (25 years or older), which does not require emissions inspection or safety inspection. That allows you to participate in / drive to shows and other events and for use as occasional transportation - the official PennDOT rule is 1 day per week for occasional transportation, but nobody seems to pay attention to that unless you are being obnoxious.

@boxer_4 Huh. I thought the rule was 1975 or older for no emissions tests... Guess it all depends on how you register it.

@awesomeaustinv It varies from state to state. Illinois only tests emissions on OBD2 vehicles, and only in a few of it's counties.

@shop-teacher Just checked and here in Idaho, the rule is 1981 or older doesn't need emissions testing. But interestingly, you also don't need emissions testing on any vehicle that weighs under 1500 lbs! That means if you got something like a Yugo or a Ford Festiva and stripped it of unnecessary weight (at which point you can get those down to 1500 lbs or less), you could swap something like a coal-rolling diesel in there and it would still be legal! I love this state. Now I've gotta figure out what my ideal post-1981 sub 1500-lb emissions-exempt project car would be...

@awesomeaustinv As Shop-Teacher said, it varies state by state. In PA, vehicles model year 1974 and older registered in emissions testing counties are exempt from emissions testing. Of the 67 counties in PA, I believe 42 of them do not do emissions testing. Diesel powered cars and light/medium duty trucks are exempt from emissions testing in PA as well. I think I saw somewhere too that classic registrations (15 years old or older) are exempt from the emissions anti-tampering portion of the vehicle safety inspection, not just emissions testing.
