Prisoner wins election in DC

DC recently became the third jurisdiction in the US to allow prisoners to vote following Maine and Vermont.
Joel Caston became the first person behind bars to be elected by his fellow inmates.
His district includes the prison he's locked up in and a luxury apartment complex.
